Jim Myhrberg 4d76bb94b9 chore(mise/ruby): use ruby-install instead of ruby-build 
Compile time for Ruby is about the same since ruby-install started auto-detecting number of CPU cores like ruby-build does.

So I'm curious to try ruby-install for a while.
