Jim Myhrberg 0f723cc8f7 Rename readme to csv-spec.md 
The main place to read the spec will be https://csv-spec.org/ while
this repo simply contains the source code of the specification. Hence
it doesn't need to be as friendly as possible when it comes to reading
the spec, as it's not the official publication format.
